The unmounted saddlebag is the only part needed to create a cotton saddlebag on a steed.
Note that the Cantr gods, in their Infinite Wisdom™, have decided that this kind of saddle would be the fluffiest, scratchiest saddlebag of the three kinds. How all of that cotton stays together to make a bag without anything spilling out is way beyond the paygrade of this wiki wizard. Note: Saddlebags are now made with cotton cloth as would be expected.
