Sails Adjustment

A few sails were adjusted on 2021-07-06 (PDT). The following is documentation of the change as recorded from the Discord #implemented_changes channel.

Previous Boost: 0.10 (10%)

Affected boats: raft, dugout canoe, rowing boat

Previous Gain: 1.1, 1.5, 1.2 (respectively)

New Boost: 0.25 (25%)

Affected boats: raft, dugout canoe, rowing boat, reed boat (added)

New Gain: 2.75, 3.75, 3, 3.75 (respectively)
