OOC stands for out of character. If you read a character say this in game, it means that they are speaking, as a player, to you the player, not character to character. This type of communication is frowned upon unless it's to inform a player that they are breaking the rules, or to help a player who is having trouble.
 
  
Or to tell the others that one has mixed up his characters.
