Sails Adjustment

A few sails were adjusted on 2021-07-06 (PDT). The following is documentation of the change as recorded from the Discord #implimented_changes channel.

Previous Boost: 0.25 (25%)

Affected boats: longboat, dinghy, darter

Previous Gain: 5.5, 3.75, 8.75 (respectively)

New Boost: 0.50 (50%)

Affected boats: longboat, dinghy, darter

New Gain: 11, 7.5, 17.5 (respectively)
