The unmounted saddlebag is the only part needed to create a leather saddlebag on a steed.
Every cowboy and/or cowgirl worth the name knows that leather is the only, really true material to use when riding the range, rustling cows, and moseying all across the dude ranch. And that goes for all riding accessories as well, including saddlebags. I mean, can you just hear the Marlboro Man laughing at anyone who doesn't use leather? Oh, wait...that's not laughter. That's just the coughing and wheezing from the lung cancer.
