Building lock

Cantr II says building locks take 1.5 days to construct (Wiki says 2). I wanted to update Wiki, but I'm unsure of the procedure. Do I?

   1) just go ahead and make the change, as it can always be re-editted.
   2) enter into a discussion to double check it
   3) If there is to be a discussion, where/how does one do it?

It's probably not that important for a minor edit, such as this, where the evidence for the correction is pretty clear-cut, but what about other, major edits?
