Since speeds over land and over sea *are* comparable ... should the RD thus clarify the speeds?

In my opinion, if it is possible for a person walking along the shore to compare his speed with a boat going on nearby, and vice verca, a cantarian must be able to do it, too. Thus, land and naval speeds must be comparible
