Tram controls can be built in a tram, but only there. They work as the engine for a tram, and need to be fueled with coal.
Trains move very slowly when uncontrolled, but it is possible for a driver to increase the speed of the train by maintaining a project to "Use train controls" — similar to the ongoing project "working reins" when mounted on a horse.
Good to have if you don't want to be accused of driving a "runaway train".
