The original Cantr Constitution was composed by Jos Elkink on 23 July 2003. It has been amended a couple of times since then, and has been in it's current form since 13 February 2009.

The constitution was originally written to govern the actions of the Game Administration Board and consequently provide guidelines for the running of the game. As of the last amendment, the Game Administration Council ceased to exist, being replaced by the Game Advisory Council
(original: July 23, 2003 and amended March 1, 2006)

Game Administration Board
* The main governing body of Cantr II will be the Game Administration Board.
* The Game Administration Board will consist of the Game Founder or his representative and the Chairs of all staff departments.
* The Game Administration Board will take its decisions by simple majority vote, unless otherwise stated.
* The Game Administration Board will be chaired by the Game Founder.
* All new appointments to staff become initially members, until promoted to senior members.
* In principle, only members that are deemed trustworthy enough for access to Player Department files, program source code, and program database, should be promoted to senior member.
* All staff members will have to work to preserve or stimulate: (1) the unique character and original concept of Cantr II; (2) the professionalism in the approach of players; (3) the quality of the program code and the integrity of the game database; (4) the international fame and accessibility of the game.
* The Game Advisory Council is appointed by the Game Founder or his representative.
* The Game Advisory Council advises the Game Founder or his representative and the Game Administration Board upon request.
* These bylaws can only be changed by the Game Founder or his representative.

Cantr II is run by a large group of people, who all voluntarily dedicate their time to make this game as interesting and pleasant as possible. Under the policy leadership of the Game Administration Council and the daily management of the Game Administration Board, different departments concentrate on different aspects of running the game.

The Programming Department concentrates on the development and maintenance of the source code of Cantr. If you experience any bugs in the software, you should report them using the Contact Form or post them in the General Support forum. They will be handled as soon as possible, but unfortunately this might still mean it will take a while, since this department is generally understaffed.

The Resources Department is responsible for the whole industrial chain of the game. They design raw materials, machines, animals, etc. If you have any ideas for new materials or machines, make your suggestion heard on the Cantr Suggestions Forum.

The Players Department is responsible for helping Cantr players to understand the game and to check whether players are following the few Game Rules we have in the game. Better to keep the PD as your friends ;) ...

The Marketing Department is responsible for making Cantr as well-known as possible in the outside world. You are probably reading about the game thanks to their work.

The Languages Department is responsible for translating the game into a large number of languages, so that non-English speakers can play in their own languages. This is not only nice for them, it also adds an interesting intercultural dimension to the game, as all language groups play in the same virtual world.

The New Lands Department was responsible for creating new islands and adding animals, roads, and resources to them, however, has been disbanded.

The Communications Department is responsible for managing and entertaining the community of players of Cantr. They are responsible for editing the Cantr Webzine Stolen Notes, moderating the Cantr Forum and the Cantr Chat Channel (link to Java applet). They also develop new ideas to keep the community informed and entertained.

The Administrative Support Department is responsible for managing and aiding the Cantr Staff, and for handling Cantr's finances. They report directly to the Game Administration Board, and move in the shadows of bureaucracy...

Role within the game
The Languages Department is responsible for translating the game and game-related messages to different languages, so that foreign players will find it possible to play the game with little (ideally: no) knowledge of English.
This extends to working with the Marketing Department to help with advertisement on non-English sites by finding the sites and translating marketing texts.
There are still many texts that are available only in English which translators do not even have the chance of translating, but work is being done to make more and more of them translatable. Translators spend a lot of time translating everything that is available, so please be patient if you still encounter untranslated texts in the game. If you really want to make a difference, apply as a translator yourself.

New language areas
If you would like to introduce a new language however, please make sure that it fulfils the following conditions:<br>
- there have to be at least 4 players willing to play in that language <br>
- there has to be at least 1 player willing to translate the game into that language (could be one of the 4 players required above) <br>
- there has to be at least 1 player willing to advertise for more players speaking that language (could be one of the 4 players required above) <br>
Through these conditions, Cantr tries to ensure that there will be enough players for every language introduced (playing alone isn't fun) and that the game interface will also be available in the players' language.<br>
Once it has been decided to make Cantr available in another language, the translator will have to translate a significant share of the Cantr interface before characters speaking that language will be accepted. TThat is why, for example, Arabic and Latin appear as Cantr languages on the front page but you can't play an Arabic or Latin-speaking character yet. In both these cases, there are not even translators, so if you'd like to see these areas, please find somebody to do the translations.<br>

Applying to this department
The most obvious attribute for this department is a fluency in two languages: English and any one other. The main task of the Languages Department is to translate the work of other departments, so a high level of grammar and language in all fluent languages is very important. Additionally, since the game is available in a number of different languages and most staff members are only fluent in English, this department frequently has to translate potentially confidential quotes. As a result, this department is vetted closely and feedback to the chair is especially important.
For the game translation forms on the web are used, however no specific knowledge is required for this.
The Communications Department is responsible for supporting the community of Cantr players outside the game. They are responsible for maintaining the friendly and welcoming atmosphere of the forums and IRC channel by resolving any out-of-control conflicts and flaming, as well as removing spam. Other responsibilities include publishing the Cantr Webzine Stolen Notes, as well as supervising/assisting in maintaining and updating the Cantr Wiki.

Stolen Notes – the Cantr webzine
One specific responsibility beyond moderation and support is the publication of Stolen Notes. Stolen Notes is the official Cantr Webzine, published quarterly. Cantr players and forum members are encouraged to contribute a variety of items, such as articles, comics, interviews, stories or artwork, and the consolidated pieces are published in Stolen Notes.
Editorial staff are responsible for publishing new issues of Stolen Notes at the appropriate time. They also encourage contributions, check and edit those submitted items and upload them to the system

Applying to this department
No experience with the game is required for this position, however prior activity on the Cantr forum and IRC channel is preferred. Applicants should have clear, friendly online communications skills, should be good mediators, and should know when and when not to use moderation to resolve conflicts. This position is not very time-consuming if you are already active on the forum and IRC channel. Wiki administrator applicants are preferred (though not required) to have experience with the Cantr wiki and MediaWiki editing knowledge.
Due to the multilingual community of Cantr, additional languages are an advantage. Applications for languages currently unrepresented in the Communications Department are always desired.

Editorial Board
Applicants to the Editorial Board should have very good writing and editing skills, with a good level of grammar. Due to the requirement of working to a deadline, good work under pressure is a positive, as is the ability to edit to a high standard in a short time. Another key aspect is encouraging and collecting contributions from players, as such a very good level of inter-personal skills is necessary. Finally, due to the amount of writing and editing undertaken, a touch of creativity is a huge positive.
These requirements are in addition to any for a standard Communication Department application.

Role within the game
The Marketing Department is responsible for advertising the game of Cantr II and attempting to attract new players. Consistently adding new players to the game is essential to its survival, especially because the more active players, the more interesting the game. “Spreading the word” about Cantr is a key part of the departments work.

The final task of this department is to find the funds required to maintain the server and keep Cantr II running. As Cantr is staffed by volunteers the costs are not that high, but any contribution to the game helps improve its performance. To this end, the possibility of Cantr merchandise has been mentioned; however, nothing has ever come of it.

Applying to this department
The key attributes we look for in our Marketing Department are inspiration and enthusiasm. Marketing a game in a world saturated with alternatives is not easy, so new marketing ideas are constantly needed. As our player base is obviously heavily internet based, knowledge of the internet game scene is considered useful. Due to the large scope of work which can be undertaken in this department, the ability to use your initiative and work alone can be an advantage although an ability to work with other members to construct a unified approach is paramount.

As you will be representing the game outside the Cantr community, a good standard of grammar and language is considered important.
Further duties include handling player applications and any in game issues players might have that are not related to programming, password or account number recovery, and assisting with all requests and questions by players that do not relate to any other department. Members of this department need to have clear and friendly email communication skills and need to have a perfect grasp of the Capital Rule. A good sense of what is acceptable and what is not in terms of player behaviour is crucial. As with the Programming Department, due to the level of confidential information Player Department members are asked to deal with, the level of screening is thorough and access granted only after necessary skills are evidenced.
The Resources Department is responsible for the organisation of raw materials in Cantr. This includes managing the list of raw material types, the list of objects and machines and the animals and clothes visible in game. This department works closely together with the programming department in managing the list of objects in the game, and in working on the in game balance of newly programmed game features. The aim of this department is to keep an interesting balance in the game in terms of resources and building requirements and to keep a certain level of complexity in the industrial process in the game.

Applying to this department
What are needed in this department are people who are interested in developing the resources and building requirements in game and can combine ideas with a knowledge of how they could be balanced with current implementations. Writing descriptions and defining requirements are a large part of the technical side of this role, and a good level of English is preferable. It is the department’s responsibility to work out the detail once the general idea has been approved by a member of Game Administration, and a good attention to detail is essential.

All changes are made using forms on the website, which will be extensively explained before you will use them. Some are more technical than others, but there is definitely no need for any programming experience.

Members of this department will need to interact directly with the players who make requests through the Suggestion forums. As members will also be working closely with each other to determine the best course of action, a good ability to communicate is necessary.

Specialist roles such as Tailor and Shepherd have been used in the past for staff members with a concentration of interest and expertise in certain areas. The same requirements exist for these roles as for any other role as detailed above, with the exception of a higher knowledge base.

Polska Wersja (Polish version)
Capital Rule
There is one rule that governs the interaction among the characters in Cantr II.

While each individual player is allowed to have multiple characters, those characters MUST be separate and distinct individuals. This has several ramifications for the game:

* Your characters are not automatically a family, a clan, a tribe, an army, a company, or so on - not necessarily even friends. They should have their own interests and goals. They should not know each other unless they happen to meet. If two of your characters interact, they should do so as though each were looking out for their own interests and goals - essentially, as though the other character were being played by a stranger. Describing your characters as a family, banding all of your characters together to form an army, or starting a character solely to produce goods or perform services for the benefit of another one of your characters (making a `mule` character) are all violations of this aspect of the Capital Rule.
* Your characters do not automatically know what your other characters have seen or done. If you have a character in a city, that character should not know that there`s been a revolution to overthrow the empress of another town and establish democracy until someone travels from the latter city to the first to spread the news, even if you have another character in the empress's city. Discussing events that happened elsewhere before the news has spread by in-game means is a violation of this aspect of the Capital Rule.
* Similarly, a multi-location organization should not exist without some member of the organization fairly traveling from one location to the other - ABC Corporation should not open offices in two cities, unless someone travels from one of the two to the other to open the second office. The creation of organizations should take place in the game - not among your personal characters, and not offline among your friends who also play.
* You should also refrain from organizing events with your friends, who also play Cantr, outside of the game. This, although it may be hard to catch, is considered cheating as it presents an unfair advantage to the other characters in Cantr.

The Players Department is here to help with interpretation of the Capital Rule. If you`re not sure if something you`re about to do is a violation, ask first! If you think someone else is breaking the rule, the Players Department can investigate. The Department can be contacted by using the Contact Cantr II Departments form, which can be accessed through the main page or after you've logged in.

Although these do not fully capture the Capital Rule, a number of simple guidelines assist the Players Department in dealing with (likely) breaches:
* You are not allowed to have more than one character in the same organization.
* You are not allowed to have more than two characters on the same location.
* You are not allowed to ask friends out-of-character to help you with something in-character, or to quickly log in to help.
* You are not allowed to attack the same character by several of your own characters.
* You are not allowed to spread maps or other in-game information by out-of-character means, like your own website.

Although these rules help as simple guidelines, it should be emphasized that they do not replace the Capital Rule as such. The key is to understand the spirit of the Capital Rule, which is basically about roleplaying. When you play your characters, imagine diving into their skin, and think from their perspective. None of the actions of your characters should be on the basis of your knowledge as a player about other locations, fellow characters, or the history of the game, or on the basis of your communication with fellow players out-of-character. Play your character from his or her in-game experiences, with his or her in-game knowledge, and taking his or her in-game personality and interests in mind. There should be no difference between the interaction between your character and a perfect stranger and the interaction between your character and another character of yourself or of a friendly player.

Four-day Rule
Part of the capital rule is that you are not allowed to talk about any in-game developments on the forum or chat channel - or anywhere else, really - within the four days following the development. This is to avoid the spreading of news about upcoming attacks or exciting developments in the game before players have had a chance to experience these events through the eyes of their own characters.

I've been playing since 2003, after finding the game through a link on gamewyrd... and I've been hooked ever since. I have 11 characters over 60 now, so its probably fairly easy to spot them. Just keep that knowledge to yourself though ;)

Well... I am now the Chair of the Communications Department which I think marks a full return to staff membership... I am also a member of the Resources Department, where I recently played a very large part in the implementation of ship cabins.

Not sure what all my staff membership means for all you folks, but it is worth noting for you that I seem to rant on an increasing less frequent basis. I always felt that if I feel it should be said, I'll say it. Hopefully that is still the case...

Anyway, I am (unhealthily often) on IRC if you wanted to speak to me. I'm also frequently on MSN and Yahoo, superiorbasturd@hotmail.com and issan_uk respectively. Although hopefully no-one will actually want to talk to me...
